Contract staffing vs permanent hiring: a guide for manufacturing and warehouse managers

Peak seasons, new lines and project work rarely match your permanent headcount. Here is how to decide when contract staffing makes sense, and what to agree with your manpower supplier.

Most plants and warehouses around Chennai run with a permanent core team, but demand rarely stays flat: festive peaks, a new customer contract, a second shift, a line changeover. Hiring permanently for every peak is expensive, and relying on overtime alone wears people out. Contract staffing fills the gap.

What contract staffing means

A manpower supplier recruits, employs and pays the workers, then deploys them at your site for an agreed period. You direct the day-to-day work. The supplier handles hiring, payroll and statutory compliance.

When contract staffing works best

  • Seasonal or festive peaks in production or dispatch
  • Short projects such as a new line, a stock audit, a relocation or shutdown maintenance
  • Cover for leave, absenteeism or attrition while you recruit permanently
  • Roles you need every day but would rather not manage directly, such as loading and unloading, packing or housekeeping

When permanent hiring is the better choice

  • Roles that need deep product or process knowledge built up over years
  • Supervisory and quality-critical roles you want to keep in-house
  • Core work that runs year-round at a steady volume

Many businesses use both: a permanent core team with a flexible contract layer around it.

Compare the real cost, not just the rate

Compare total cost, not the hourly or monthly rate alone. Count recruitment time, induction, payroll administration, PF and ESI, leave and replacement cover, and the cost of a line standing idle when people do not show up. A good supplier’s rate should already cover these.

What to agree with your manpower supplier

  • Number of workers, skills and shift pattern
  • How fast workers can be deployed, and how replacements are handled
  • Screening and training before deployment
  • Monthly proof of wage payment and PF and ESI remittances
  • One named contact for day-to-day issues and escalation

Contract labour under the new labour codes

India’s four labour codes came into force on 21 November 2025, replacing older laws including the Contract Labour (Regulation and Abolition) Act, 1970. Under the Occupational Safety, Health and Working Conditions Code, the contract labour provisions apply where 50 or more contract workers are engaged, up from 20 under the old Act. State rules are still being notified, so confirm the current requirements for your site with your supplier or adviser.
